Understand APEC card holder from Singapore do not need visa for China. If travelling with my wife who is not APEC card can she be granted VISA free when travelling with me?

I'm afraid she can not. She has to obtain a Chinese visa in advance.

Best way to use 21 hours of layover at Beijing Capital Airport
I have a 21 hour layover at Beijing capital airport T3. The flight lands in the evening at 6:30. Where can I sleep for the night and how to get there . Which place is nice to walk around and get the feel of the city

You can make full use of the layover and tour around the city. Upon landing, you are suggested to take airport shuttle bus and arrive in downtown area. Touring Wangfujing Street and night markets. Find a hotel nearby. In the early morning, you can visit Forbidden City and Tian'anmen Square. Remember to go back to the airport at least 2 hours in advance before the departure.

Smoking during transfer at Beijing Capital Airport
Hello,
I’d like to ask if it’s possible to smoke somewhere in transit or departure area. We have 6 hours layover and continue to Taiwan. I read there’s only outside smoking allowed. I’m not sure if we can reach some outside areas during transfer. Also I’d like to know if I can use IQOS in China - it’s heating cigarette device so no vaping or e-liquid. Thank you so much for your help.

Sorry, e-cigarettes are not allowed either. You can apply for a stay permit to go outside.

Do i need to pick up my bag at Beijing Capital Airport?
I have fly from air canada and change plane to air china.My destination is at Bangkok. Do i need to pick my luggage and check my luggage again at counter air china or not.

I think you don't need to claim your luggage. But you better confirm with your airline.

My daughters are flying from Okinawa to Los Angeles.
When they arrive from Okinawa to transfer in Beijing, will they need to pick up their bags, check back in for their flight to Los Angles, or take any trains/transportation so that they can get on their flight. Is there a service I can pay for that someone will assist them in their transfers?

If it is a connecting flight, then they don't need to claim the luggage. International-International flight are both in T3 so they could follow the signs to take next flight.
